  3. 1. Fix 2.1 is included in par.c but is not activated.
  4. Doing so results in computing a couple demerits incorrectly.
  5. I dont at this time know if this is correct. The fix may  have 
  6. resulted in mods to trip.log.  Until I am certain
  7. of the new definition of set_break_width(), dont use it.

  9. 2. I needed APL support. I added 256 character input handling.
  10. This allows us to print APL manuals, but its probably not perfect.
  11. But since Common TeX passes the trip test,
  12. its probably invisible to normal ASCII use.
